FOUNDER, PRINCIPAL

As the Principal and Founder of BayPac Consult Inc. (BPC), Mr. Lo is responsible for the management and delivery of all projects. Prior to starting BPC, Mr. Lo was the Vice President of TY Lin International (TYLI). During that time, Mr. Lo was responsible for managing, design, and oversight of major transportation and municipal projects and was TYLI’s Northern California Alternative Delivery Method (ADM) Practice Leader.   During his 31 years of professional engineering career, Mr. Lo has worked for transportation and municipal agencies, consultants, and a contractor. His professional experience covers all aspects of project delivery and oversight, including budgeting and funding, programming, design, and schedule monitoring. Mr. Lo also conducted complex project, community and consensus-building meetings, technical reviews, programming of funds, cost estimating, and resolution of critical project issues. He has provided oversight of more than $15 billion of construction projects and had been the project manager for the oversight of the $1.5 Billion Regional Measure 2 program. His experience includes freeway widening and interchanges, major arterial roadways, local street improvements, high speed rail, rail transit, heavy rail, bike, pedestrian, marine, airport and building projects. He is well versed in all project phases including scoping, environmental planning, preliminary engineering, preparation of PS&E, construction management, risk management, value analysis and dispute resolution. Mr. Lo has worked extensively with State, regional and local transportation agencies in implementing projects and is known for his ability to deliver complex projects involving multiple stakeholders. 

SENIOR SCHEDULER

Mr. Faria is an expert scheduler with over 40 years of experience in complex and multi-disciplinary projects. Work included transportation projects, airports, industrial facilities, process plants, and nuclear power plants.  His work has included preparation of resource-loaded schedules, claims analysis, schedule integration, developing scheduling procedures and management of an entire scheduling team on major capital programs.

SENIOR GRAPHIC DESIGNER

Richard Mleczko has twenty years of experience in graphics design for engineering projects. He has created a wide range of graphics for engineering and planning reports, public meetings, and tax measure expenditure plans. Projects included master plans, specific plans, roadway improvements, airport planning, residential and commercial developments, area wide strategic plans, and traffic studies.  His graphics have consistently been an effective communications tool with project partners, stakeholders and the public.  He is skilled in the use and application of various graphics programs, including: 
• Adobe Photoshop – image editing software
• Adobe Illustrator – graphic design software

• Macromedia Freehand MX – graphic design software
• Corel Draw – graphic design software
• Corel Photo Paint – image editing software
• Microsoft Power Point – electronic presentations
