Key BayPac staff had played significant roles on projects using Alternative Delivery Method (ADM). Our staff has provided advice to project owners, assisted contractors to assemble a competitive project team (including designers) and prepare bid documents to compete for projects, and to manage and/or perform design on major ADM projects. Sample projects and roles included:
Combined Container Terminal & Dry Dock, Caribbean- This project included the construction of a container terminal and a dry dock. This is the first phase of a major port development program that will eventually include four container and general cargo terminals and two dry docks. Work also included dredging for the approach fairway and turning basins. BayPac provides design management support to the design-build contractor.
BART to San Jose, Santa Clara County, California*- This $780 million project included a 10 mile extension of the Bay Area Rapid Transit (BART) system from South Fremont and San Jose. It also includes two stations. BayPac staff assisted the Skanska/Shimmick/Herzog (SSH JV) team in assembling the project team, prepared bid-phase design, technical submission, Alternative Technical Concepts (ATC) and risk register. BayPac staff also managed the design after contract award.
Outer Harbor Intermodal Terminal (OHIT), Port of Oakland, Oakland, California*- This $25 million project included a new intermodal yard serving tenants at the Port of Oakland. BayPac staff assisted the Gallagher & Burks/Balfour Beatty Joint Venture team in assembling the design team, prepared bid-phase design, prepared bid-phase design, technical submission, Alternative Technical Concepts (ATC) and risk register. The team was judged to provide the best value and was awarded the contract.
Oakland Airport Connector, Oakland, California*- This $400 million project included a 3.5 mile automated people mover (APM) to connect the Oakland Airport to the Coliseum BART Station. The project also included the maintenance of the completed facility for a period of 30 years. With the exception of the APM mechanical and control system, BayPac staff managed the bid phase design for the entire project for the Walsh/Mitsubishi team. BayPac staff was also responsible for managing the technical submission, Alternative Technical Concepts (ATC) and risk register. The team was ranked number two due primarily to higher maintenance cost even though the guideway and station costs were lower than the number one team.
Oakland Airport Roadway, Oakland, California*- This $65 million project included the complete re-construction of the approach roadway to the Oakland Airport terminals, the (un)loading curbside and seven parking lots while maintaining normal airport operation. BayPac staff managed the design of this project for Turner Construction under their Construction Manager/General Contractor (CM/GC) contract with the Port of Oakland. The design (by others) was significantly modified to improve constructability, shorten construction duration, minimize disruption to airport parking and revenue, and to reduce cost. This resulted in a four month time saving and a cost reduction approaching $10 million (including additional parking revenue).
Phoenix SkyHarbor Airport APM, Phoenix, Arizona*- This $200 million project included track/plinth, stations and a maintenance facility to be constructed at Phoenix SkyHarbor Airport. BayPac staff managed the bid phase civil design for the PCL Construction/IHI team. The project team withdrew after its bid submittal due to the changing economy in 2007.
Bay Area Headquarters Building, San Francisco California*- This $60 million project included the complete re-purposing and seismic retrofit of an old US Postal Service Building into a sustainable, LEED-certified office building serving multiple San Francisco Bay Area government agencies. BayPac staff provided pro-bono advice on the delivery strategy and contracting methodology to best manage costs, project scope, risks while working to a very aggressive schedule. BAHA chose the CM/GC approach as recommended by BayPac staff.
Macau Power Station, Macau*- This project included the construction of a oil-fired power station and a oil-unloading jetty in Macau. BayPac staff was the civil team leader working for the design firm that supported Asea Brown Boveri (ABB), the turnkey contractor.
Jiangmen 500kV Substation, Jiangmen, China*- This project included the construction of a 500kV Substation in Jiangmen, China as a critical electrical transmission link for the Daya Bay Nuclear Power Plant. BayPac staff was the civil team leader working for the design firm that supported Asea Brown Boveri (ABB), the turnkey contractor.
