BayPac Consult provides support to project owners and sponsors to seek funding for transportation projects and programs by developing scope, cost estimates, schedules and application documents in order to seek funding. BayPac staff have extensive experience working on Federal, State, toll and local sales tax measure funding programs. We have assisted project owners to navigate the planning, programming, funding, allocation, and obligation processes. With over 25 years of experience partnering with Caltrans on State (of California) highway projects, BayPac staff assist projects owners on developing and implementing project on freeways and conventional highways with State Route designation in California.
California Senate Bill 1 Local Partnership Program (SB1 LPP)- BayPac supported the Contra Costa Transportation Authority (CCTA) by preparing California's SB1 LPP applications on multiple critical transportation projects. The applications include conducting life cycle benefit/cost analysis using the California Life-Cycle Benefit/Cost Analysis (Cal-B/C) Model which takes into account time savings, safety improvements, emission reduction benefits, etc. As the projects include both operation and capacity improvements, BayPac developed special techniques to accurately first analyze their benefits separately before merging them.
The Innovate 680 project was awarded $4.9 million by the California Transportation Commission (CTC). In addition, CTC staff has also recommended that $33.6 million be awarded to the I-680/SR4 Interchange Improvement Project.
Contra Costa Boulevard (CCB) Improvement Project, Pleasant Hill, California- This new CCB project is from Harriet Drive to Beth Drive/Doray Drive intersections and was conceived to provide multimode (landscaping, lighting, pedestrian, cyclist and motorist) roadway improvements commonly called "Complete Streets" improvements. These Complete Streets improvements include realignment of traffic lanes and center median islands to improve efficiency and safety, pavement rehabilitation, traffic striping, street lighting in the center median, traffic signal replacements, new and widened sidewalk, pedestrian lighting, striped bike lanes, and the construction of Americans with Disabilities Act (ADA) compliant curb ramps and driveways.
BayPac refined he project scope and updated project cost estimates. BayPac also prepared a cost-benefit analysis and prepared the application for an Active Transportation Program (ATP) grant. With recent confirmation that the City was awarded over $1.5 million in ATP funds and supplemental funds from the Measure J and Federal Highway Safety Improvement Program (HSIP), the project is in final design phase with construction scheduled for 2016.
Port of Oakland Maritime Development Program- BayPac has assisted the Port of Oakland to develop a program of projects to support and improve its seaport and airport operations. BayPac also prepared andj/or coordinated scope, cost estimates, schedule, benefit determination, fact sheets, and application documentation for nine program projects to be included int he San Francisco Bay Are Regional Transportation Plan (RTP). The inclusion in the RTP allows the projects to seek funding and provides for regional air quality conformity.
Projects include ship turning basin, dike improvements, seismic & climate change resiliency improvements, rail intermodal facilities, grade separation, roadway improvements and rehabilitation, Intelligent Transportation System (ITS), lighting upgrade, and seismic instrumentation totaling over $850,000,000. All projects have now been included in the county-level draft nomination list to be included in the RTP. Currently, the Port has secured over $30,000,000 toward the implementation of these projects.
