BayPac staff has significant experience in managing major transportation programs in the San Francisco Bay Area with the total capital construction costs over $14 billion. Our staff’s experience included the preparation of program expenditure plan, development of policies, procedures, database system, local/small business enterprise requirements for new programs, ongoing management tasks including preparation of annual strategic plans, program administration, and monitoring and reporting to governing boards.
Combined Container Terminal & Dry Dock, Caribbean- This project included the construction of a container terminal and a dry dock. This is the first phase of a major port development program that will eventually include four container and general cargo terminals and two dry docks. Work also included dredging for the approach fairway and turning basins. BayPac provides design management support to the design-build contractor.
Buskirk Avenue Widening, Pleasant Hill, California- This $11 million project included the widening and utility undergrounding of Buskirk Avenue between Monument Boulevard and Hookston Road. BayPac provides project management support on this project. BayPac provided project management support during the construction phase and assisted the City on significant field decisions, evaluation of change order requests and recovery of costs resulting from third party delay in utility relocation. BayPac staff previously managed the design of the project.
CyberTran International, Richmond, California- This is a multi-phase project to implement a new transit concept and to provide a sustainable, direct, station-to-station rapid transit system that can be constructed and operated at significantly lower capital and operating costs when compared to classic transit systems. The initial phase of the project includes the construction of a test track at the UC Berkeley Richmond Field Station (RFS) and a line connecting RFS to the Richmond BART station. BPC provides program and project management and funding support on this project.
San Francisco-Oakland Bay Bridge (SFOBB) West Span Bicycle, Pedestrian Maintenance Path, San Francisco Bay, California*- This project included the study and preparation of a programming document to provide a bicycle, pedestrian and maintenance path on the west span of SFOBB. BayPac staff managed the study in interfaced with institutional and community stakeholders to develop consensus and multiple feasible alternatives that overcome serious geometric and institutional challenges.
California High Speed Rail Program, California*- The project included a high speed rail system in California with an initial phase to connect San Francisco to Los Angeles with future extensions to San Diego and Sacramento. BayPac staff performed program oversight of the $4 billion San Francisco to San Jose segment. Significant included the development and rollout of earned value, critical path schedule reporting and risk management which eventually served as model for the entire High Speed Rail program.
