Downtown Oakland is made up of many distinct communities that have strong local character and identity, including Chinatown, Jack London District, and Old Oakland. For purposes of this Project, a small portion of West Oakland is also included within the study area. Each of these areas currently experiences safety, congestion, and access challenges, both within and between each area, which affect the quality of life for local residents and businesses. For major business districts such as Chinatown, delivery of goods and parking also present obstacles to economic sustainability and growth.
The Project is intended to address current and future transportation needs in anticipation for development efforts within the cities of Oakland and Alameda. The study will evaluate vehicular traffic impacts on pedestrian and bicyclist safety and air pollution. There are various ongoing and future planned developments which will impact the existing roadway network with additional travel needs.
The outcome of the Project is the development of a Program Implementation Plan that includes a set of proposed transportation projects to provide improved circulation, safety, access and mobility for residents and businesses in the Study Area.
