BayPac staff has significant experience in managing major transportation programs in the San Francisco Bay Area with the total capital construction costs over $14 billion. Our staff’s experience included the preparation of program expenditure plan, development of policies, procedures, database system, local/small business enterprise requirements for new programs, ongoing management tasks including preparation of annual strategic plans, program administration, and monitoring and reporting to governing boards.
Port of Oakland Program Management Services, Oakland, California- The Port of Oakland is seeking to improve its infrastructure to address existing deficiencies, improve its competitiveness, and to attract new businesses. The Port’s executive management team intends to develop a program of projects to achieve those stated objectives and to position the Port in pursuing outside funding to implement these projects. Projects included in the Program included rail/roadway two grade separation structures on 7th Street, roadway improvements of Middle Harbor Road, rail improvements at Outer Harbor Intermodal Terminal, upgrading of various security systems, upgrade of the terminal lighting systems, and implementation of an ITS program. BayPac was responsible for developing scope, cost estimate, budget and schedule for all projects. In addition, BayPac developed project funding strategy, project fact sheets and assisted Port staff in prioritizing the projects.
Contra Costa Transportation Authority Program / Project Management and Project Controls Services, Contra Costa County, California- The Contra Costa Transportation Authority (CCTA) acts as the congestion management agency for Contra Costa County, California and administers the Measure C and Measure J voter-approved sales tax for transportation projects. Collectively, the two measures provide approximately $3.2 billion for countywide and local transportation projects and programs. CCTA was successful in leveraging the measure funding to attract additional regional, State and Federal funds to provide additional resources to deliver additional projects for County residents. Programs and projects include freeway and local street improvements, transit expansion, and paratransit services. BayPac Consult Inc. will be providing support in the areas of Projects Controls, project reporting, and development of Program/Project Management guidelines and work flow.
Regional Measure 2 Program, San Francisco Bay Area, California- This voter-approved program provides $1.5 billion to fund over 140 transportation projects with total construction cost of over $10 billion. BayPac staff provided consultant support to the Metropolitan Transportation Commission (MTC) since the beginning of the program to develop policies and procedures, program database system, review funding applications, sponsor invoices, monitor and report on project performance.
Alameda County Measure B Sales Tax Program Cycles 1 and 2, Alameda County, California*- The two cycles of voter-approved approved sales tax measures provide over $2 billion to fund transportation projects, maintenance of existing roadway, and operations of transit and paratransit programs. BayPac staff provided support and management of the program and program projects. Other experience included developing policies and procedures, program database system, preparation of expenditure plan, annual strategic plans, review of funding applications, sponsor and project invoices, negotiating and preparation of agency agreements, monitoring and reporting on project performance, and performing public outreach.
California High Speed Rail Program, California*- The project included a high speed rail system in California with an initial phase to connect San Francisco to Los Angeles with future extensions to San Diego and Sacramento. BayPac staff performed program oversight of the $4 billion San Francisco to San Jose segment. Significant achievements included the development and rollout of earned value analysis, critical path schedule reporting and risk management plan which eventually served as model for the entire High Speed Rail Program.
Port of Oakland Project Management Guide- BayPac was retained by the Port to develop a Project Management Guide. The project includes the documentation of existing Port management processes as well as the inclusion of industry best practices to provide quality and cost efficient delivery of its capital program projects. The guide will cover project initiation & scoping, environmental review, design, right-of-way processes, construction as well as project closeout.
